That is Jeff Lynne of ‘Electric Light Orchestra’ on the River Thames in London somewhere around 1972 or ’73. It was a promotional piece for their single which was made about 7 years before MTV became ‘a thing.’ This song was also a favorite of legendary Beatle John Lennon who was a major influence on Jeff’s music. You may also recognize it from the legendary Bowling Movie: Kingpin.
